Your also using integrated graphics, which may be a contributing factor to this issue.
I imagine this is due to your intergrated graphics. Nothing can really be done unless you decide to move up to a proper graphics card. I would choose a more recent one (GTX 970/1060 would be examples) over older models if at all possible.
You'd need to wait for his response as I haven't dealt with Noble at all.
As far as I know he never found a solution, but I am pretty sure he said it had something to do that VCmod does not like integrated graphics
Try and type "-autoconfig" in the launch options. This worked for me when I was unable too connect to another CityRP server.
I managed to join today for some unknown reason.
