I suspect this might not be outdated drivers or low end computer but when installing a new GPU it is advised to format your computer to avoid having such issues, I believe what you are experiencing could be conflicting drivers.
1. I am running windows
2. I have updated my video drivers
3. Around 900 out of 4050-4100 mb of vram (not exact numbers)
I would not say my computer is that "old", maybe a bit outdated but not like complete shit

It is possible that there are drivers that are still causing issues for you. A format would be the only way to make sure that it is not a drivers issue unless someone else know an easier way to make sure about that.

i mean formating the computer takes a while and reinstalling everything is a pain in the ass, so i would rather not, also all textures have started being weird alot again

How did I diagnose this?
After adding the user on Steam we were able to coordinate a teamviewer session. Originally I thought there was driver issues, so I asked the user to install Speccy by Piriform and screenshot the specs that it shown, so I could give the user the correct support required. I then guided the user on how to get rid of the drivers and install the latest one for his system. This didn't make any difference, and the user claims that this had made it worse.
After changing his DXLevel by launch options from 90 to 95 and forcing mat_texture_limit to it's default of -1, we tried to join the server and it made no difference. To continue diagnostics, I asked the user to put -condebug in his launch options and show me the file it creates after joining the LL server. After analysing the file, I found several entries of this being shown:
This confirms that the user hasn't got enough VRAM to be able to run the LL content.
My recommendation to the user.
I've recommended to the user that a new GPU will be required, and guided him towards the GTX 1060 due to it's low price point but outstanding capability for these sort of games and others too which I saw on his system.

Unless has anything else to do, your best bet is a better GPU.
