Suggestion:

Create an intercom entity that can be purchased in the Misc. category.

Details:

Purchased said intercom item that can be placed on a wall. The intercom would look something similar to this,


The intercom can be paired via a frequency and will only transmit voice. This is very useful for many different things but has uses in many role-plays and just usual gameplay in general. 

Security can be added to the Intercom such as making it only accessible to set individuals, groups or even your clan.

Additional: 

With this being created I would expect there to be quite a few systems pre-existing that can be ready to use for certain jobs. This includes laying out an Intercom system in the Nexus, Fire Department as well as the Hospital.

But what will happen if people just type? Would the intercom send the chat through?

+support. Should probably have a limit on the ammount you could spawn or probably a rep as you could probably fool around with it a little easy.

Doesn't seem like it would do but it'd be a nice feature to have as some people do not have microphones, maybe something along the lines of this could pop up in the chatbox - <intercom name(or just Intercom)>: <message>
