I was walking around nexus when I see a cop being driven over by a cop, then one of the cops stands on the injured one, killing him. When I ask what is going on he is telling me that he wanted to die

I'm afraid that the evidence doesn't show the CDM nor the person asking to be killed. You taking a screenshot of him talking over mic doesn't prove anything I'm afraid. I'll also give the accused player the benefit of doubt when it comes to standing in top of the person as I don't know if he accidentally got to close and clipped on top of the player.
