Yes, everyone is experiencing these issues, it's hard for the staff to give refund to everyone, my advice is to try chopping trees, it's easy money and would be easier for staff, so they can continue looking after the server

You don't lose weapons, weapon mods, or kevlar when you crash/timeout. You only lose ammo, which is too insignificant to bother refunding.
