Character Customization
Description:
Let players be able to customize their character and wear a lot more other than basic clothes. This means accessories, actual masks (not masked outfits), sunglasses and similar things.
This has been done perfectly in another Garry's Mod RP community, SantosRP
(not advertising, just giving an example).
Why?:
1. Suspects easier to identify => Improves Law Enf. RP
2. A lot more diversity on the streets.
3. Players can become what they want, let it be an evil
Bond criminal or a bartender with a funny beard.
4. Gamemode less monotonous, as a lot more and a lot
different RP's would be able to be done.

Not sure if this helps in anyway shape or form, but there are a number of plugins on Cloud 16 involving scripted clothing items.
From my experience with clockwork servers, the scripting of clothing that can be equipped isn't too difficult according to the coders we had.
It is a different gamemode and schema entirely though.
