i mean a simple boat that i can move while being inside it, like a dinghy or row boat so i can go from the docks to the party ship for example

You can use the Elevator tool if you are trying yo go straight only....

Idea I haven't gotten around to testing.
Hook it up to 4 winches, 2 North/South, 2 East/West. For each pair, one is extending while the other is contracting. The winch "lines" can be invisible for immersion. Might need a little bit of slack built in so it behaves more like a free floating boat.
