Explain your suggestion, in detail:
Allow Government Vehicles to be spawned in the underground police parking area.
Explain why the suggestion should be implemented:
After speaking to @Doctor Internet about how the car deploy system works (scans for if you are outside in a nutshell) - Add an additional area to the underground police parking area for police to leave via the garage so they don't have to park their vehicles and spawn them in the visitor car park of the Police Department.
