Move the search warrant rule into the government forces rules.
Why
It's literally on its own in its own category, and it'd be a government force rule anyway so.

Maybe add another warrant rule into the same section so people cant get arrested for 15 years for jay walking. or you cant get arrested for 1 minute for murder. So warrants must be 'realistic' times? Or change the rule and move it?
