Okay so I were all alone with him and then another guy spawned when I tried to mug the officer and I said get on the ground to the officer that just spawned in and I just tried to mug the first officer and then the officer that just spawned in took out a gun under FearRP and started shooting at me.

Right, there is a level of risk when it comes to mugging other players and your character wants to minimise the risk to avoid being killed, entering a heavily armed government building is asking for a shootout, backed up by the 911 called made...
