OK so i killed the mayor because he was being racist as we where rping as somalians and he made knifes illigal just to arrest us so i had to kill him and why i tried to kill the cop was because he wittnessed me killing the mayor moments erlier and tried to run after me.

Do you have any evidence to back your claims of the President being racist? Even if, a law that stated 'no knifes' does not really seem reasonable to go ahead and assassinate him. Nor, where you RPing as 'Somalians' your job title was Thug.
I fail to see any effort to RP this out passively before you made the decision to kill the player.

Making laws that ban knives doesn't really give justification to kill someone, nor any evidence to back the racial claims, even then the president was not a dictator and did not oppose a major threat to your life.
