SubMaterial tool for Mechanics
Description & Why?:
Before we get into the nitty-gritty, let's agree on something: cars are a vital aspect of CityRP.
Not only are they a basic requirement for traversing the map, and not only can they be
used for races, showing off speed and handling, but also are a form of self-expression via which players
can show off their style and extend their ego (meant in a good way here).
And who are the main "partners in crime"
when it comes to making this form of expression come true? Mechanics.
Now I think it would only be fair for players, as well as Mechanics, to have as wide of
a variety of options available to them as possible, when it comes to customizing our vehicles.
Now we have already had a way of customization added by the option to weld props
to cars, if the one doing the customizing has 25 REPs, so I think it makes sense,
to add a much more achievable goal for new players as well.
Something that can be reached before you reach 100 hours on the server.
This would not only make being a Mechanic more fun but would also endorse PassiveRP.
TL;DR: Mechanics with 5 REPs can use the Submaterial tool.
Edit: I also just realized that this could mean that some civilian vehicles could be used by
the police by applying the necessary police skin to them.

Hopefully it shouldn't be abused to use silly materials for vehicles but if that does happen, I guess it'd fall under FailRP anyway.
