Also you said it right before I started running and voicechat in GMod is delayed by like 2 seconds so maybe I was already out of hearing range before your message reached my game

While it's definitely possible there was a minor delay on hearing Dan give you a verbal command the voice chat is generally reliable. It also appears in the video you looked directly at Dan and observed him with his weapon out for at least 2 - 3 seconds prior to deciding to run. At that point while Dan was AIMING the weapon at you it should have been obvious you were under FearRP. While this appears to be your first time with a FearRP punishment you have enough time on the server to be aware of what's expected from players.
