Whilst yes, he did DC to avoid (though generally speaking, the "Steam auth ticket cancelled" message isn't something we pursue, he said he had the intention to leave and then left which is good enough for me) it probably isn't a smart idea to try and arrest someone who has just been ran over, who you've had to call medics to so they can be revived. I'd strongly advise against doing this in the future.
This was dealt with in-game at the time.
