The situation was resolved in game. I partially witnessed the situation and had a chat with @Tom shortly after this. He wished to impeach the president but, without the proper reasons for it as they were OOC.
@Cammy1706 didn't fully understand why he was told to freeze or why he was being handcuffed, regardless of this it was a FearRP violation and a warning has been issued.
