The video shows no proof that it's him breaking the rules as there isn't any evidence of the following:
1) Driving the vehicle
2) The vehicle is owned by him
Also from what you have provided, I would not class that as a fearRP breakage
Unless if you are able to provide me with any more evidence, then I'll have to deny this report.

when sammy says "After this he D/C to avoid me" there was no EMS online nor anyone who could have helped the suspect down so i dont think the D/C should be punishable, i was secondary on pursuit and on scene. But i can vouch for sammy, he did tell him multiple times to dont move and hop out the car at one point then he sped off.

There was no EMS on and after checking logs he crashed his vehicle and D/Ced afterwards, due to this he can't be punished for D/C to avoid arrest.
I wouldn't class the footage given to me as punishable for fearRP either. Unless any more evidence can be provided, I will have to deny this for a lack of evidence.
