While there is insufficient evidence to show that the 2nd raid was without reason, there is sufficient evidence in the logs that shows a change of job using /job from Citizen after already being armed up, just before the raid (This is Kins). Guvnor did a similar thing except from BMD to the associated job, already after tying up the accuser. There was no connection established through RP (talking on discord, only RP connection between the two are job titles which were put on too late) and the raid was a violation of 3.7a anyway on guvnor's side.
