He started shouting at me aswell when I told him that the rules he had broken was in his blacklist reason, stating that he never broke any rules at all and telling us all to shut up.

Uganda will receive a 4-hour OOC blacklist for hostility using OOC, he was seen doing this in other PR's as well.
