Summary: As a hobo, he was blocking access to the Drug Buyer (3up stomzy) with a keypad system and was forcing people to pay 1k to actually get to the drug man.
I think it was Doc Internet that told a previous guy to remove it when he did the exact same thing and blocked access to the drug man with a keypad. I can't remember but Lord Octo was there.
Then when I get through, he uses props to block me from getting to him.

This was dealt with in-game, he removed the props.
