Telling people to kill themselves is never okay.
As for the lying part, I believe it was stated as staff make people teachers, hence if jong became teacher staff should kill themselves but I'll not take that part into account.
Anything else both parts want to add before conclusion?

But he's not staff? even if he was to make an application it has to be accepted before he officially becomes a teacher

Again, telling someone to kill themselves is not okay even if the situation which has to happen first hasn't happened.
