Why should you be unblacklisted?: I gave warnings to an unidentified aircraft, which was in civilian airspace above a city, I said land or you will be fired upon multiple times, there is no way he didn't see it, then after he died he came back and was upset that he died after he was given a total of 7 warnings to land or be shot at, he also died before this and then flew back to the hot air ballon

I don't see the reason to lift the blacklist, as rule 11.7 clearly states the following:
11.7 - You cannot kill unarmed people or those who no longer pose a threat (injured, unconscious, handcuffed, etc). The only exception is if there is a dictator who orders an execution or capital punishment for an appropriate crime has been issued. You can shoot at fleeing vehicles only if the drivers are armed and dangerous or if they are clearly a threat to citizen/officers with the way they are driving.

You did pose a threat we, you were in civilian airspace, we couldn't see what was in that basket you wasn't communicating and we had no idea of your intentions

I sat up there on the basket, posing no threat whatsoever. It was just a hot air balloon with a citizen. Nothing that could be a threat and any given point in time.
Yes, you made communication attempts. I didn't answer them as I was tabbed out most of the time. Yet lack of communication is not a threat and a reason to kill someone straight with a bullet to their skull. It's simply lack of communication. Trying to shoot down the hot air balloon however and telling me about it (via PM for example) so I can bring it down to pretend it has been shot down, would've been a much more humane approach to this situation.
