As Estel hasn't responded yet I'd like to add, that looks awfully like a defensive structure on the roof as well as not being properly structured. Do you have more screenshots?

Estel has had enough time to respond.
He has priors for base related PTE blacklists.
He will be recieving a 2-Hour PTE blacklist for, 6.3: You may get up to rooftops and build on them with a valid roleplay reason, using the ladder tool, however defensive fortifications and contraband are not allowed.
