Summary: User is blocking off a public area without staff permission (no staff online to give any at all). The user is afk/not responding to anything the whole time, therefor blocking people from repairing their cars at all and failing to do his job. The second mechanic is sitting right next to him, afk.

Around 10 minutes as he got moved to afk.

His friend was the remaining mechanic then, afk too. I guess he did not get moved to the afk slot because he moved once or twice.

Whilst the area around the gas station is counted as part of the gas station (by buying the doors), rules 3.6 and 3.7a state that they should avoid going AFK, and switch out the job if they do so.
