Explain your suggestion, in detail: Add a Cooldown that only allows you to send a request all 3 minutes while being a Prisoner. And mark the Requests as "(Prisoner)(Request)"
Explain why the suggestion should be implemented: To avoid spaming and "joke" calls.

Why is one even allowed to make /requests from jail?
I think the /request cooldown should be the same as when not in prison.

There is no other way to send messages to the cops since there usually isn't a jail guard to communicate through.
Add a 1 minute cooldown for prisoners. No cooldown for not in prison. You may need to send a lot of requests quickly to to report on a scene.

For balance, prison guard RPs are rare so they'll need someway to alert the police of an issue
