Description: Can't buy any REP-locked items if you don't have the REP. The case I noticed was me trying to buy a gag and a blindfold from a BMD, but since he lacked the REP to use them he couldn't purchase them at all.
Bug observed since: Today/since new REP system was introduced.

Steps to Reproduce:
1. Have a lower than necessary REP count to purchase an item.
2. Try to buy a REP locked item.

Happened a few weeks ago too when I tried doing the exact same thing so it's not just today.
