Summary: [L²:RP] Toro PDX was roaming around town hall arresting people for 15 minutes for no reason and killing people unarmed after complying so I turned Shadowplay on.
After getting out of jail I ran into him in the video and asked him why he did that, he then warrants Rebelz for 15 minutes for whatever he said over microphone but gave no reason for it or had no idea who his character was to place an arrest warrant, when asking him why he did it he said he checked his license plate on the database, which he didn't since he claimed the license-plate was "MUSTANG" even though in the video you can see his license plate is "P1NH3AD." He had no intention of actually arresting Rebelz since he never got out of the car to enforce the arrest warrant.

I would agree I was previously in a police chase whilst lashed quite some time, I put my car away to try and get another car out that’s when someone which had the Citizen job got me under gun point. At this point Toro rushed round the corner killed the guy with the gun and killing me in the process, to which you apologies to the guy for killing him as he was “helping you”. I spawn back in and he proceeds to put the warrant one me either though it’s me new life (NLR).

Unfortunately, without greater context to the situation, I cannot approve this, and as such, I am denying this PR.
It is possible that Toro was in breach of the rules, however it cannot be proven.
