This isn't really an issue, more of an error that should be fixed.
On the Content/Downloads page found here: Click Me! , there is an error in the 'Maps' subsection. Where is says to download Rockford, the link sends you to download Evocity_V4B1 instead.

I would recommend downloading everything here, and also make sure to mount CS:S if you have it, or download the CS:S Content Pack.
