Thinking that other players are breaking the rules does not excuse you from following the rules yourself. If you think rules are being broken make an @ call or record evidence for a player report.
And "in public" to the point where we would punish it for FailRP for example would be in front of the town hall, the police station, or in sight of witnesses from the get-go. None of which was evident from the PR evidence provided. That one car wouldn't have even driven by if you complied in time.
