The provided evidence seems to show the accused being slow to follow commands, but following them none the less? I'll request further input from additional members of the moderation team.

Player Report Denied.
After requesting input from further team members, it seems as though the accused was following orders, though at a slower than normal rate. This does not dictate a breach of FearRP, as they are still following your orders, and it was not excessively slow.
