Description: If a vehicle is flipped and has a clamp on it, doing /flip to flip it over
will remove the clamp and allow criminals to drive away.
Bug observed since: 14/12/2017

Steps to Reproduce: Have a wheel clamp on a vehicle that is in a position where /flip
would work. After doing /flip you will notice that the wheel clamp has disappeared allowing the
driver to move around freely.
