Molotovs don't work correctly. - Night - Oct 24, 2017

Server [Rockford/Build/Event]: Rockford
Map (if not default): N/A
Description: Molotovs won't work properly when thrown, and have a very low chance of actually causing a fire - even on direct impact with the desired target.
Bug observed since: A while, not too sure how long.

Throw a molotov on main/beta/staging and you'll see what I mean. I can't be any more specific on it.

Did a little bit of bugtesting with the molotovs, from 5 PHX units+, it tends to be a 50/50 chance it'll work properly.
