I got out of jail, ran over, then instantly arrested for another 15 minutes, and simply put dickhead in OOC and quit.

Considering you were put in a last chance before and then unbanned and put under another last chance.
You will be permanently banned from the servers yet again. You were blacklisted from president not too long ago that on itself should've served as a warning for you.
Insulting players in OOC chat is something you've been banned for before. You were given enough chances to stop breaking the rules and till this time you have not stopped.
