No, the command is for the faction leader to make someone else the faction leader. E.g a police sergeant uses the command to offer a cop to become sergeant instead of him and the sergeant becomes a normal police officer instead.

I didn't know that. What about a message, anything?
The person who the command is used on is prompted to accept or deny it as far as I know. At least that's how it should work. (Doesn't work rn hence this bug report)

Ages ago, my suggestion. But it broke almost as soon as it was released so nobody actually found out about it.

@Doctor Internet made a fix for it in rev 3048. It is not live yet!!

Sorry, I hadn't noticed I'd pushed the change live. That's what I get for working at 4am.
Fixed, and closed.
