Denied.
A citizen may open carry firearms for a variety of different reasons and depending on what laws the president makes.
Some common possibilities:
1) That house may have been owned by him in which case that area is technically his private property.
2) He may have a license to open carry by the president in which case he can do it with a valid reason as citizen.
There is really no need to make PRs for little things like this.
