Fires & FD Chief | FD Chief unable to Team-Acces at keypad - Nebula - May 5, 2017

Description: When there is a Fire Chief but no Fireman the Fires will go out in the same time as there wasnt a Fire Fighter online.
FD Chief can not use Keypads by other gov members if set to "Team acces"
