Something as simple as this doesn't deserve any forum of actual official punishment, not even a warning.
It is against the rules yes, but it is so simple and could easily be a joke than a huge role-break. If the player was found doing this more than once he will be warned but for this really minior offense its not a big deal.
For future referance, you spend more time posting the player report than giving the player some nice and friendly advice in-game, you should say something a long the lines of "hey there, just a heads up. You're not allowed to powergaming like that, don't want you getting banned or anything"
