Technically they can wish to mug wherever they wish as we have no limitations on locations, however Corleones are a high class mafia family. They don't engage in low life muggings. They are meant to hire others to do the dirty work, create money laundering, and other criminal business schemes.
Another note, do not attempt to call players out on lying in the courthouse and not display evidence to back up your claims.
