Since when have you experienced the bug? Today (1-10-17) Around 10 p.m. Central US time
Additional Information: I hit use on the water jug while looking at the water and it says "Jug cannot be filled here" (something along those lines). I see this was also a thread that got fixed/closed before by Temar. I msged him as well.

You need to go to the edge of the main fishing dock.

The jug isn't bugged you just have to go to the end of the dock to fill it up as Project said.
