Closing notes: The player accused did insult over OOC, which goes against rule 1.4.
Regardless of context and situation, you should not stoop to such a level where you threaten/insult with the proposal of a ban, especially when it's out of your jurisdiction.
Player will be given a 2 hour blacklist from OOC.
