You are able to retrieve scrap metal from vehicles that have been destroyed in a vehicle accident such as crashing into a building, sign post or another vehicle. There is a certain percentage to when it spawns down so it is not a 100% drop chance however not completely rare. You will only ever receive one scrap metal drop, per vehicle.
Another way to get some if attempting to retrieve it from other players who are selling the materials. There are sometimes players selling materials of this kind in the Marketplace section on the Forums. (https://limelightgaming.net/forums/forum-257.html)

Scrap metal can also be obtained when your lockpick breaks. (This can only happen when you lockpick government vehicles.)
