I understand that you might not like his message, but I'm afraid that this doesn't count as racism.
You said that you were indian and the accused player replied "tunak tunak tun" which is the title of a very popular indian song. It might be a stereotype that he's pulling off in OOC, but I'm afraid that it doesn't justify a punishment in this case.
