If you are using razer cortex, don't. Try to connect.
If not, also try to disable the limelight content, via in-game. Then connect to the server.

Only ever have discord (lightweight) and gmod open when im playing gmod so that shouldnt be the issue

Speaking of which, please launch GMOD, change it's priority to high then try connecting.

Are you using Razer Cortex? When I downloaded it and used it, I time out. When I don't use it, i'm fine. This has also worked for other people. Also, if your game is full-screen, make sure not to tab out of your game.If you are windowed, go full-screen and don't tab out.
