Perhaps they could have it so if you pick lock the car you have to hold a button e.g E It will then it could have a message appear saying "Hot wiring" with a bar and then when it is done you can start the car's engine. Perhaps even make it so that selected cars can't be hotwired, I know for an example that newer cars are a lot more difficult to hotwire in comparison to older generation cars.
