You guys are both right to have worries about the implementation of a system like this one.
Let me remind you, that with every suggestion that proposes an overhaul of such a base system like arrests,
issues will come up with the possibility of it giving players an option to break the rules or abuse the system.
As always in these cases, we should see if the positives outweigh the negatives and I believe that this system
would make police work a lot faster, more legit and institutionalized as well as easier for new players.

+support this sounds like a great idea and you're correct the warrant system does need a rework, it would be interesting to see this implemented good luck!

I'd suggest leaving out the System when the fines go into City Funds until there is a better economic system available to the President.

In my mind, it was going to be implemented after or alongside a rework of the government system.
You are right, that needs a rework as well (see my other suggestion about income tax, etc.)
