How many addons have you got downloaded?

So if you have the content for the map, it wouldn't download it. Make sure you have rockford_v2b not rockford_v1. If you do have it, Options > Other and select the drop down box to not download any custom files.

I'd rather try deactivating all addons that are not needed for Limelight.
In order to do this, go to your addons and:
"Disable all"
then search for "Limelight" and tick all addons with "Limelight" in their title.
"Enable Selected"
Also:
Enable "Photon Lightning Engine"
"Photon Ford Taurus"
"Photon Chevrolet Tahoe"
"Photon Ford Interceptor Utility"

I'm going to give this a massive long shot @platinum_miner.
Please follow the following guide and tell me any results you receive whether it is a failure or not. I recommend doing this the same for the Rockford map and content (simply do the same process as the LimeLight ones in the guide with the Rockford GMT files.
