It's rare to see either a chef or someone selling fish. Every job is likely to have a bit of downtime, even the cops,fd and medics aren't constantly needed. As long as people still do their job when needed I don't see a problem with grabbing a few fish to tide you over.

How about this: You can only fish as a "blacklisted" job if there is no chef online.

+Support, it is indeed annoying and bad that the server implied fishing restrictions, it is just so disappointing to see other jobs that can't fish because of this

You make a good point there actually. This would be a good compromise, in my opinion.

Non-Chef / Citizen, when a chef is online.
All, when there is no chef online.
