There's nothing against it, especially if he didn't kill anyone. If he wants to be corrupt and abuse his suspects, he can do so.

He can if he has a reason to, which he did. He was abusing them.

I would actually accept that if he would have like some backgroundRP - but he just walks up and hits every citizen in a 5m radius... He didn't use /me once.
Or as rule 16.6 says:

You don't need to do /me's to RP. All he has to do is find a reason (This can be as simple as a suspect looking at him funny). If you want, I already asked him to explain.
Now if he did this numerous times, it would be invalid but you're only reporting to situation, which both involved suspects he was detaining.

Also if you look at your own evidence in #2, the man punches the police cruiser. That's technically assault and he is free to baton the man even if he wasn't RPing corrupt.

Closing Notes: User isn't seen breaking any rules as his reasons for hitting both players is within our rules. The first being a suspect who assaulted him and the 2nd being a pursuit suspect as he has claimed.
