+Support a 1 gov rep restriction for the whole job and only allow the vehicle to be accessed by fire chief.
If we just lock the vehicle, the job would be useless as you wouldn't have proper transportation.

Why not? It's an important job that requires skill and give the player a special vehicle that was on accessible through REP's.

50% at most. Most players have some kind of REP (If we decide to merge all REP's together which would be better IMO) or if they don't, it shows they shouldn't be in the position as they lack the required skill. This leaves it open for the better half of the RPers on our servers.

Players have actually been playing the FD and EMS jobs more frequently in the past few days from what I've seen. What I don't understand is how REP locking an important job (That like you said is already barely used) is that the player that DO know how to RP the job, will be able to effectively and we won't see Joe Jr. with 0 hours popping on and picking the one job that controls the team that chooses when to put out fires and revive players (As most of the time, the FD has the Paramedics).
And putting all REPs together would mean that someone with 7 Gov REP's would be able to move his experience over to Underground or General REP items, to increase his RP Freedoms and try different things as he earned those REPs. Not combining them would mean you could be the BEST at Regular RP, but couldn't grab Spikestrips or a Thompson because they weren't in the same category.

This is more of a bug. The Suburban should be for the Fire Chief job only, Firefighters should not be able to spawn it.
In addition, only 1 Fire Chief should be available, not 2.

Suburban is only spawnable by the chief.
There can only be 1 chief (was fixed a few days ago)

As Rock also pointed out, i'm against restrictions too (Especially REPs), though, i can see why it would be more appropriate setting lots of the REP restrictions to time restrictions.
And as in the real world, give it some time. When something is made legal, there's going to be a spike in use, just like when the towtruck was added on the server.
