I understand your point however I still have to disagree, mainly being that it's not exactly the size of the department but the funding they receive. It's rather fair to say that the Evo City PD have a lot of crime to handle, as well as a lot of tickets and fines to hand out. With higher crime rates comes a stronger necessity for a better equipped police force. Thus, higher budgets and funding are given to them to keep said peace. But don't you think a better equipped police force would be patrol officers having access to SWAT equipment on the fly? Instead of having to call in SWAT, which may or may not be there. They certainly should have better equipment yea, however training is a different aspect. A dedicated SWAT team it requires much longer to train than normal police academies. For example the average for police academy training in 2006 was around 19 weeks, or 133 days (at least according to the Bureau of Justice Statistics). But SWAT extends that, though varying just like academies. They learn techniques that officers do not normally learn, or should emphasize on. For example blowing holes in walls and so on. They are specialists in actively thwarting heavily armed threats or high-risk situations. Those of which officers are not prepared for, even WITH better equipment. Although additional officer training could help the situation like attending voluntary classes, they still do not add up to regular SWAT training. So with that in mind, with the addition of training its better to keep a dedicated team instead of trying to train the entire police force to act like SWAT, it consumes time and additional funds that could be used elsewhere. https://www.bjs.gov/ RE: The Official Stance on SWAT and their Duties - Judge Rage - Apr 14, 2017 In places like the UK, you'll find that armed units tend to patrol as regular officers, and then attend any armed incident which comes in, they patrol in twos and in armed response vehicles, and with their firearm and gear (except for helmet) on them. You'll find that many UK police forces, such as the Metropolitan Police and Police Scotland (two biggest in the UK) do this. I'm aware EvoCity is in America, but I'm sure American departments do use similar arrangements. Remember that armed officers are still police officers at the end of the day, and they are expensive to keep sitting about. The exception being training, lockdown or high risk situations. Them deploying on their own accord usually ends in a logistical cluster fuck. They're allowed to commit to "regular" officer roles such as traffic stops if they witness it.
