I support the suggestion. Not too sure why it requires a REP-lock. As far as I know, there's no way to boost an individual voice level, so it can't be used to scream down a mic (more than a regular person, at any rate).
If I took a guess, it would simply increase the range at which chat and voice was heard. I don't feel this requires a REP lock.

lets make every fucking thing a REP locked feature so players leave because of the lack of content, only due to everything locked to points which are only given by persons who actually give them to people they know instead of observing the RP qualities of certain people.

I would agree with the sentiment. However, we don't restrict /y, /advert, OOC, so I don't see why this should be restricted.
